City music policy analysis – 

Tallinn, Aarhus, Berlin, Ghent

In 2022, Tallinn became a UNESCO City of Music and created a first version of their music strategy. In 2023 the City of Music office and Music Estonia commissioned an analysis of music policy in Tallinn as well as a mapping of the needs of the music sector in Tallinn. In the second phase, I also created music policy profiles of Aarhus, Berlin and Ghent, both for learning and inspiration. The first report on Tallinn is in Estonian (currently being translated) and the city profiles are in English. The reports are based on document analysis, including music or more broadly cultural strategies, various reports, programme documents and websites, and interviews with music sector representatives and city officials.


 

I have presented the work in Tallinn, Aarhus and Ghent.
